Inner Mongolia Autonomous Region made public the second round of rectification of central ecological environmental protection inspectors.
From March 25th to April 25th, 2022, the Third Inspector Group of Ecological Environmental Protection of the Central Committee carried out the second round of ecological environmental protection inspection in Inner Mongolia, and on June 2nd, 2022, it gave feedback to the party committee and government of the autonomous region and put forward the rectification requirements. The Party committee and government of the autonomous region attach great importance to it, and insist on the rectification of the feedback from the central eco-environmental protection inspector as a major political task, as a concrete action to support the "two establishment" and achieve the "two maintenance", and make every effort to promote the effectiveness of various rectification tasks. By the end of July 2023, 27 rectification tasks had been completed; Of the 2,825 cases reported by the masses, 2,809 were completed and 16 were completed in stages.
First, resolutely shoulder the political responsibility and effectively improve the political consciousness, ideological consciousness and action consciousness of grasping rectification.
(1) Continue to strengthen theoretical armed forces. The party committee and government of the autonomous region have always attached great importance to the protection of ecological environment, conscientiously studied and implemented the thought of ecological civilization of the Supreme Leader, resolutely implemented the spirit of the important instructions given by the General Secretary of the Supreme Leader to Inner Mongolia on building an important ecological security barrier in northern China, comprehensively controlled the feedback from the central ecological environmental protection inspector, and further deepened their understanding of the construction of ecological civilization, deepened their understanding of the political significance and political weight of rectification, and strengthened their firmness and political grasp of rectification through various forms such as holding meetings of the Standing Committee of the Party Committee of the autonomous region, collective learning meetings of theoretical learning centers, and government executive meetings. Party committees (party groups) and party schools (administrative colleges) at all levels regard the study and implementation of the supreme leader’s ecological civilization thought as an important part of theoretical study and cadre training, and educate leading cadres at all levels to profoundly grasp the core essence and use it to guide practice and promote work.
(2) comprehensively strengthen organizational leadership. The Party Committee of the autonomous region held a meeting of the Standing Committee to study the rectification work, clarify the rectification responsibility and put forward the rectification requirements. Set up a leading group for rectification work led by the main leading comrades of the Party Committee and the government of the autonomous region to promote the rectification work as a whole. The main responsible comrades of the Party Committee of the autonomous region consciously fulfill the responsibility of the first responsible person, take overall responsibility for the rectification work, fully grasp, comprehensively grasp and grasp the whole process, preside over the study of the rectification plan, make overall plans to promote the rectification work, and supervise and inspect the rectification situation on the spot. The main responsible comrades of the autonomous region government have held meetings for many times to dispatch and deploy, taking the lead in guiding and supervising the front line and studying and solving key and difficult problems. All relevant departments in various regions acted quickly and actively, fully implemented the rectification task, and formed a working pattern of the Party Committee’s overall planning, up-and-down linkage and joint management.
(3) To study and formulate rectification measures. The Party committee and government of the autonomous region have conscientiously implemented the rectification requirements of the central eco-environmental protection inspector, that is, to change as soon as they know it, to establish a reform immediately, and to carry out comprehensive rectification, to focus on solving the outstanding problems discovered by the central eco-environmental protection inspector, and to improve the system by analogy to ensure that all regulations are thoroughly reformed and all parts are in place. Formulate the "Rectification Plan for Implementing the Second Round Report of the Central Eco-environmental Protection Inspector", and clarify the timetable and roadmap for rectification. All league cities have formulated rectification plans in light of the actual situation, decomposed tasks and detailed measures, and promoted the rectification work to be carried out effectively and orderly.
(4) Compaction and rectification responsibility. The party committee and government of the autonomous region carried out on-the-spot inspection on the rectification of the feedback from the central eco-environmental protection inspector, and the office of the eco-environmental protection inspector of the autonomous region conducted on-the-spot verification on the completion of the rectification task to promote the rectification to achieve practical results. Establish a regular reporting system for rectification, schedule and sort out the progress of rectification every month, report the existing problems by name, and force the implementation of rectification responsibility. Establish rectification ledger, implement dynamic management, and continuously track and supervise. Take the implementation of the rectification task as an important indicator of the performance evaluation of the party and government leading bodies and leading cadres, improve the evaluation measures, and strengthen the application of the results. Establish a provincial-level leadership package system for inspectors to transfer key letters and visits, and supervise and mark them one by one to ensure that the problems reflected by the masses are settled.
(5) Strictly carry out accountability. Strengthen supervision and law enforcement in the field of ecological environment, resolutely investigate and deal with cases that damage the ecological environment and the problems of responsibility, corruption and style behind them, and seriously investigate the responsibilities of the responsible persons. Up to now, the three clues of accountability handed over by the Third Central Ecological Environmental Protection Inspector Group have all been settled, and 17 departments and units and 87 responsible persons have been held accountable according to the law.
Second, vigorously solve the outstanding problems of ecological environment and effectively build an important ecological security barrier in northern China.
(a) solidly promote the Yellow River Basin, "one lake and two seas" and Chahannaoer ecological protection and management. Strictly implement the requirements of "four waters and four settings" and decompose the total water consumption index to basic users. In the Yellow River Basin, 33 counties with water-saving society have been built, and 1.042 million mu of high-standard farmland will be built in 2022 and 1.11 million mu of new high-standard farmland will be built in 2023. Seven projects along Huangmeng completed 26,888 special rectification and upgrading projects for water intake, and investigated and rectified 27,043 illegal water intake problems and 661 "four chaos" problems in rivers and lakes. Clean up and rectify 1,178.55 mu of trees that seriously hinder flood discharge and affect the stability of river regime in the Yellow River beach area, trace back to the source and investigate 3,061 sewage outlets into the river, and complete the rectification of 128 problems in the "waste removal operation" in the Yellow River basin. 64 projects of "One Lake and Two Seas" and Chahannaoer protection and treatment were implemented, and the water quality of Hulun Lake, Wuliangsuhai Lake and Daihai Lake remained stable, and the ecological environment of Chahannaoer River Basin was stable and improving.
(2) Continuously improve the quality and stability of the ecosystem. Formulate and implement the "Implementation Plan for Building Important Ecological Security Barriers in Northern China" to comprehensively strengthen the protection and restoration of the ecological environment. 380 million mu of grassland grazing was banned, and the balance between grass and livestock was 590 million mu. All the problems found in the special rectification action of destroying grassland forest land in the whole region were rectified, and 1,107,200 mu of grassland forest land was restored. Since 2022, the whole region has completed 8.237 million mu of afforestation, 31.526 million mu of grass planting, 14.197 million mu of sand prevention and control, 12,164 square kilometers of comprehensive soil erosion control, 791 large and medium-sized erosion ditches in the black soil area of Northeast China, 2,104 small erosion ditches in the high-standard farmland project area, and 1.315 million mu of black land protection and construction tasks and 500,000 mu of protection and utilization tasks. 43 mining rights have been withdrawn from the nature reserve, 83 important wetlands have been published, and 1482 open-pit mines have completed geological environment management of 113 square kilometers.
(3) Accelerate the transformation and development of green and low carbon. The Guiding Opinions on Thoroughly Implementing the Supreme Leader’s Thought of Ecological Civilization and Promoting the All-round Saving and Intensive Resources of the Whole Society was issued, and the "five big ups and downs" actions of pending projects, idle land, settling funds, "half-finished" projects and development zone construction were concentrated to comprehensively improve the efficiency of resource utilization. Peak carbon dioxide emissions’s carbon-neutral implementation opinions, peak carbon dioxide emissions’s implementation plan and 16 sub-field implementation plans were issued, and the benchmark value policy of energy-saving review of new projects was innovatively implemented. From 2021 to 2022, the energy intensity of the whole region decreased by more than 11%. Focus on cultivating 8 industrial clusters and 16 key industrial chains, and accelerate the construction of a modern industrial system with green characteristics and advantages. New energy will drive new industries. In 2022, the installed capacity and power generation of new energy in the whole region will increase by 13.5% and 12.1% respectively.
Third, deepen the battle against pollution and promote the continuous improvement of environmental quality.
(a) in-depth fight against the blue sky. Steadily promote clean heating. Hohhot, Baotou, Wulanchabu and Bayannaoer are listed as winter clean heating cities in the northern part of the country. Since 2022, 449,000 households have been cleaned and heated. Strengthen the pollution control of diesel trucks, and install 21,958 remote online monitoring systems for heavy-duty diesel trucks in six cities in the central and western regions. We will further promote the joint prevention and control of air pollution in Wuhai and surrounding areas. In 2022, the proportion of regional excellent days will increase by 3.4 percentage points year-on-year. The proportion of days with good air quality in the whole region was 92.9%, up 3.3 percentage points year-on-year, PM2.5The concentration was 22 μ g/m3, down 4.3% year-on-year.
(2) In-depth fight for clear water. Systematic promotion of water treatment, investigation and rectification of sewage outlets in 97 key rivers and lakes in the whole region, four new sewage treatment plants in the park, 329 kilometers of old drainage pipes in cities and towns, 23 leachate treatment facilities in domestic garbage dumps, environmental protection actions for black and odorous water bodies in 20 cities at or above the county level, and 1,149 centralized drinking water source protection areas. In 2022, the proportion of excellent water bodies in the national examination section of surface water in the whole region was 76.9%, up 4 percentage points year-on-year; The proportion of water bodies inferior to Class V was 2.5%, down by 2.87 percentage points year-on-year.
(3) In-depth defense of the Pure Land. Strengthen the management of solid waste and hazardous waste. All the 491 problems found in the three-year special rectification campaign for hazardous waste have been rectified, and 42 tailings ponds that meet the conditions for closure have been closed. The built-up areas where the administrative office of the League and the municipal government are located basically realize the full coverage of domestic garbage classification, the coverage rate of domestic garbage collection, transportation and disposal system in rural and pastoral areas reaches 65%, and the domestic sewage treatment rate reaches 27%.
In the next step, the Party Committee and Government of Inner Mongolia Autonomous Region will thoroughly implement the Supreme Leader’s thought on ecological civilization, fully implement the spirit of the 20th Party Congress, focus on the five major tasks entrusted to Inner Mongolia by the General Secretary of the Supreme Leader and the "two major events" of building a model autonomous region in an all-round way, always maintain the strategic strength of strengthening ecological civilization construction, fully promote the rectification and implementation of feedback from the central ecological environmental protection inspector, make overall plans to promote key tasks such as pollution prevention, ecological protection, energy conservation and carbon reduction, and jointly promote high-level protection and high-quality development, so as to effectively build an important ecological security barrier in northern China.
