To learn and understand the spirit of this important speech, so that the socialist core values can play an active role in raising flags, gathering people’s hearts, educating new people, promoting culture, and displaying images, we need to further deepen our understanding of the nature and laws of the socialist core values, so as to enhance our consciousness, initiative and creativity in integrating the socialist core values into all aspects of social development in practice.

　　The basic and strategic nature of socialist core values is mainly reflected in the following aspects: First, the integration of socialist core values into all aspects of social development is related to the cohesion and leading force of socialist ideology. Socialist core values are the essential embodiment of socialist ideology, and building a socialist ideology with strong cohesion and leading power is a strategic task that the whole party, especially the propaganda and ideological front, must shoulder. The source of strength for the cohesion and leading power of socialist ideology comes from the identity and advancement of socialist core values. Among them, the identity of socialist core values determines the cohesion of socialist ideology, while the advanced nature of socialist core values determines the leading force of socialist ideology. Therefore, we must make great efforts to strengthen the research on the identity and advancement of socialist core values, and constantly improve the cohesion and leading force of socialist ideology.

　　Second, the integration of socialist core values into all aspects of social development is related to the construction of China’s cultural soft power. Fundamentally speaking, the cultural soft power of a country depends on the vitality, cohesion and appeal of its core values. The culture we want to build is an advanced socialist culture, that is, a culture that meets the requirements of socialist core values. Socialist core values are also the source of cultural confidence. The socialist core values are different from the previous core values of human society, and they are essentially advanced, which is embodied in the transcendence of the core values of capitalist society. On the theoretical level, the ultimate value goal of socialist core values is "the free and all-round development of human beings", which has surpassed the value goal of core values in capitalist society; On the practical level, the socialist core values revolve around "people-centered" and become the value refuge to guide people’s actions, which has the characteristics of authenticity and practicality.

Core values are the spiritual bond that a nation depends on and the common ideological and moral foundation of a country. If a nation or a country doesn’t share the same core values, it can’t move forward if it goes its own way and has no norms. The socialist core values are put forward on the basis of comprehensive understanding in all aspects, and they are the "greatest common denominator" of values commonly recognized by people of all ethnic groups in China. Therefore, cultivating and practicing socialist core values and integrating them into all aspects of social development can fully mobilize the enthusiasm of all parties and effectively integrate social consciousness, thus continuously consolidating the common ideological foundation of the United struggle of the whole party and the people of all ethnic groups throughout the country and condensing the powerful spiritual force for realizing the great rejuvenation of the Chinese dream.

　　Since the 18th National Congress of the Communist Party of China, our party has strengthened the integration of socialist core values into all aspects of social development. In December 2013, the General Office of the Central Committee of the CPC issued the Opinions on Cultivating and Practicing Socialist Core Values, which made overall arrangements for integrating socialist core values into all aspects of social development from six main aspects: the significance and guiding ideology of cultivating and practicing socialist core values, integrating cultivating and practicing socialist core values into the whole process of national education, and strengthening organizational leadership in cultivating and practicing socialist core values. In December 2016, the General Offices of the General Office of the Central Committee of the CPC and the State Council issued the Guiding Opinions on Further Integrating Socialist Core Values into the Construction of the Rule of Law, clearly stating that socialist core values are the soul of the construction of the socialist rule of law, integrating socialist core values into the whole process of the construction of a country ruled by law, a government ruled by law and a society ruled by law, and integrating scientific legislation, strict law enforcement, fair justice, law-abiding for the whole people, etc., embodying moral concepts with the rule of law, strengthening the role of law in promoting moral construction, and truly realizing the rule of law and the rule of law. In May, 2018, the Central Committee of the Communist Party of China issued the Legislative Revision Plan for Integrating Socialist Core Values into the Rule of Law, which clearly requires that socialist core values be integrated into the whole process of legislation, reform, abolition and interpretation of laws and regulations, and proposes to strive to fully integrate socialist core values into the socialist legal system with Chinese characteristics in five to ten years to build a common ideological and moral foundation for the United struggle of people of all ethnic groups throughout the country.It provides a solid institutional guarantee for winning the victory in building a well-off society in an all-round way, winning the great victory of Socialism with Chinese characteristics in the new era, realizing the Chinese dream of the great rejuvenation of the Chinese nation, and realizing people’s yearning for a better life.

We should adhere to the practice, identify the resonance point between core values and people’s thoughts and the intersection point with the interests of the masses, and integrate core values into people’s daily lives. It is necessary to integrate the core values into the practical work of all walks of life, and form a powerful effect that all walks of life work with the core values construction at the same frequency and in the same direction.
